This book examines the emergence of an English-educated modern Malay administrative elite - the forerunner of the current Malay-dominated Malayan Civil Service (MCS) - in the Federated Malay States (FMS) before 1942. The genesis of this study may be traced to Khasnot's earlier M.A thesis entitled "The Malay College Kuala Kangsar, 1905-1941.
