Tarling shows Britain didn't want North Borneo initially. They took it to block Germany, Spain, and the US in Sulu, and because of the commercial lobby of the British North Borneo Company. London managed Spain (1870s-1885) and the US (after 1898 Philippine takeover) by recognizing British control in exchange for Britain not interfering in Sulu archipelago.

The book has 385 pages, maps, plates, bibliography. It's still the most cited source in ICJ and international law literature on Sabah because he went through Colonial Office, Foreign Office, and Spanish archives.
