In 1895, Hugh Clifford undertook this journey as Resident of Pahang, travelling into Terengganu and Kelantan at a time when both states were entirely independent and largely uncharted by the British. He was one of the very few British officials to physically enter and document both sultanates before the 1909 Bangkok Treaty handed them to British control.

Clifford wrote this as an official report addressed to the Governor, forwarded as the Resident of Pahang. He divided it into two parts — the first covering the active fieldwork of the expedition itself, and the second containing all political, social, economic, and physical information collected during his three months in Terengganu and Kelantan
